Sam Pitroda later clarified that his comments were taken out of context and purely theoretical, unrelated to the Congress manifesto. Inheritance tax laws in America affect estates valued over a certain threshold, which only a small percentage of the population ends up paying.
The Estate Duty Act and the Income Tax Act in India also have a historical relevance to wealth redistribution, with the former being abolished due to complexity and concerns of double taxation.
