SWDC unveils ₦80bn rural transformation initiative

The Southwest Development Commission will unveil an ₦80 billion rural transformation initiative targeting the Southwest part of the country.

According to a statement issued on Saturday, the commission said the programme will convene top government officials, development finance institutions, and private sector leaders in Ibadan from May 5 to May 6.

The statement added that the high-level meeting, scheduled to be held at the International Institute of Tropical Agriculture, will formally unveil the Transformed Communities Programme, also known as TransComs.

”The initiative aims to improve rural livelihoods, boost employment, and develop 137 self-sustaining community economies across the six states in the region,” the statement read.

According to the commission, the two-day roundtable marks a critical stage in the programme’s rollout, bringing together policymakers, development financiers, and private investors to agree on implementation strategies, funding structures, and operational frameworks.

“Under the TransComs model, clusters of three to five neighbouring villages—typically with populations ranging from 2,000 to 8,000—will be integrated into single economic units. Each cluster will operate across seven pillars: agriculture, agro-processing, energy, digital connectivity, healthcare, microfinance, and social protection.

“The initiative is intended to create self-sustaining rural economies capable of attracting investment, improving productivity, and reducing dependence on intermittent government interventions.

“The initiative is being implemented in partnership with the Foundation for Technology Innovation and Sustainable Development, led by development economist Oyebanji Oyelaran-Oyeyinka,” it said.

“Two pilot communities—Fapote and Ibapara—have already been selected for the first phase, with further details, including a joint work plan for Ogbomoso, expected at the close of the summit.

“Day one of the roundtable will feature plenary sessions, sectoral discussions, and a commitment forum, while day two will focus on formalising agreements and expressions of interest among participating partners.

”The TransComs initiative is expected to play a key role in shaping regional development policy and driving rural economic transformation across Southwest Nigeria,” it added.

Speaking ahead of the summit, the SWDC Chairman, Senator Olubunmi Adetunmbi, described the initiative as a significant step toward unlocking rural economic potential.

“TransComs is the most serious attempt in a generation to organise the productive potential of Southwest Nigeria’s rural communities into a coherent economic programme. The partners in this room will not be witnesses to a launch—they will be the architects of it,” he said.

“The programme is designed to address long-standing structural challenges in rural economies, particularly the lack of critical infrastructure needed to scale agricultural productivity. These include storage facilities, reliable electricity, processing capacity, healthcare services, and access to finance,” he added.
